Captain Vicky Steed joined the Carroll County Sheriff’s Office in 1980 as a radio operator and other various administrative duties.  She later was promoted to the Criminal Investigations Division and worked as an Investigator for several years before being promoted to Sergeant and later Captain.  In 2001, Captain Steed was transferred to the Court Services Division.
